Position and project Summary

Kaizen is seeking a Capacity Strengthening Lead for the United States Agency for International Development (USAID) Nepal Localization Support project. The purpose of the activity is to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor activities that advance our shared development objectives. Support will be provided in three areas: (1) Capacity Strengthening for Local Actors to apply, receive and manage USAID awards; (2) Strengthen the Mission’s Government to Government (G2G) Programming; and (3) Support for the Mission to Improve Localization Programming.

This is a five-year project, with an anticipated start mid-2024. The Capacity Strengthening Lead will be based in Kathmandu, Nepal. The Capacity Strengthening Lead will support USAID/Nepal to partner directly with local organizations. S/he will lead in the provision of support services to local organizations to ensure that they can be effective partners for Nepal’s development. These services will cover the pre-award phase, design phase, award implementation phases, and help to strengthen the long-term sustainability of these organizations.

Duties and Responsibilities:

  • Serve as the team lead providing robust portfolio of tailored services to potential or current USAID/Nepal partners to assist them in advancing their readiness to work with USAID while becoming stronger actors capable of delivering better development outcomes.
  • Collaborate with USAID/Nepal to develop scopes of work for partner capacity strengthening.
  • Identify gaps in currently available resources, tools, and tailored services that address partner knowledge and capacity strengthening, and design or recommend resources, tools, and tailored services to close those gaps as per USAID’s Local Capacity Strengthening Policy.
  • Build, maintain and manage a team of staff and consultants, capable of delivering services within the project’s scope of work, and ensure that the team delivers high quality work.
  • Capture lessons learned and contribute to CLA practices that will inform service delivery process pivots as necessary.
  • Other duties as assigned.


  • Bachelor’s degree and at least 10 years of relevant experience
  • Experience working with USAID and familiarity with USAID policies and procedures supporting localization and local partnership development.
  • Demonstrated experience in capacity strengthening of local organizations, including in USAID compliance, to partner with USAID and receive USAID funds using diverse approaches.
  • Familiar with collaborating, learning and adapting (CLA) practices.
  • Must be comfortable working independently, taking the initiative once guidance is provided, managing several activities at once, and working under pressure to meet deadlines.
  • Proven experience in disseminating information to a variety of target audiences required.
  • Exceptional demonstrated written and oral communications skills in English.
  • Proactive as well as self-motivated and self-directed.
  • Experience working in Nepal and/or South Asia
  • Nepali citizens are strongly preferred.
