Position and project Summary
Kaizen is seeking a Chief of Party (COP) for the anticipated United States Agency for International Development (USAID) Nepal Localization Support project. The purpose of the activity is to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor activities that advance our shared development objectives. Support will be provided in three areas: (1) Capacity Strengthening for Local Actors to apply, receive and manage USAID awards; (2) Strengthen the Mission’s Government to Government (G2G) Programming; and (3) Support for the Mission to Improve Localization Programming.
This is a five-year, $25-50 million project, with an anticipated start date in late September 2023. The COP will be based in Kathmandu, Nepal. The COP will be responsible for the technical leadership and administrative oversight of the project and will serve as the principal institutional liaison to USAID.
Duties and Responsibilities:
- Overall responsibility for assuring that all assistance provided under the contract is technically sound and appropriate to meet the project objectives
- Drives the achievement of program results by ensuring the provision of timely, relevant, high-quality services
- Serve as the primary point of contact with USAID on day-to-day activity technical implementation and program management
- Lead work planning and oversee all project management systems including finance and administration, human resources
- Ensure the USAID compliance and integrity of program operations
- Supervise senior staff including hiring, mentoring local staff, and consultant engagement
- Establish good working relationships with government, institutions, private sector stakeholders, and research institutes. Other duties as required.
Qualifications:
- Master’s degree in management, international development, or related field
- At least 10 years of relevant professional experience in capacity strengthening and/or capacity building of local organizations, organizational development, or localization in Nepal or South Asia (in the context of USAID project preferred)
- Previous senior leadership experience on a USAID-funded project as either a COP or Deputy Chief of Party, including programmatic, operational, and financial oversight
- Experience of collaborating with diverse stakeholders, such as government agencies, national entities, local partners, project beneficiaries and donor organizations.
- Specialized expertise in one or more areas of focus of the project – capacity strengthening and/or capacity building of local organizations, G2G programming, change management, or localization
- Experience working in Nepal and/or South Asia
