Kaizen is seeking a Transition Advisor a potential program based in Erbil, Iraq.

Please note that this is not a guarantee of hire, however, those included will be among the first of whom we would reach out to for assignments under this contract should it be awarded to Kaizen.


Serves a central role in supporting the program in close coordination with the USAID/OTI Country Representative (CR) and will serve as an interlocutor with the implementing partner(s). The TA will play a key role in supporting day-to-day program management, developing and implementing, grants (small and in-kind), program reporting, and outreach efforts. Provides recommendations to shape program strategy. Coordinates closely at the field level to identify the widest range of potential partners and achieve maximum synergy with other programs.

The ideal candidate will have a strong understanding of managing programs in complex, highly sensitive political environments, outstanding interpersonal and communication skills, and a deep understanding of grants management (rapid-cycle, small, and in-kind), and the ability to coordinate effectively amongst a diverse, interdisciplinary team.


  • Liaises between USAID/OTI to ensure that program strategies and activities respond to emerging developments and changes to the operating environment;
  • Advises on the identification and development of activities that meet program funding criteria, further programmatic objectives, and complement activities implemented by USAID or other donors;              '
  • Develops and maintains partner and stakeholder relationships ensuring coordination between USG, Iraqi government, local partners and other international community stakeholders;
  • Responsible for collecting information and regularly drafting and disseminating reporting and outreach products as related to political and security developments in Iraq, activities, and results;
  • Designs and manages the monitoring, evaluation, and learning (MEL) system for USAID/OTI programming in Iraq in coordination with USAID/OTI, subcontractors, and any external organizations; providing MEL and/or research services to the program;


  • University degree in political science, international development, international relations or related field;
  • 5 -12 years of progressively responsible relevant work experience; At least 1-3 years working in a developing country with a diverse staff and 1-3 years of supervisory experience;
  • Experience in stabilization or post-conflict environments, particularly with program and project management in these environments; Experience in program(s) requiring a highly functional grasp of a U.S. foreign affairs or an international assistance organization's procedures and practices;
  • Experience in contract/grant management;
  • Proficiency in written and spoken Arabic strongly desired;
  • Prior experience working in Iraq strongly desired;
  • Strong grants management (rapid cycle, small, in-kind) experience strongly desired;
