Georgia Human and Institutional Capacity Development (HICD) Activity 

Project Overview & Background 

The Georgia Human and Institutional Capacity Development (HICD) Activity is implemented by Kaizen, a Tetra Tech Company (Kaizen) and its local subcontractors. The objective of the HICD Activity is to achieve lasting results in the human and institutional capacity development of key strategic partner institutions in Georgia that play an important role in fulfilling the country’s development objectives. It will also create a Center of Excellence (CoE) that supports Georgian organizations pursuing HICD initiatives independent of direct donor assistance. 

USAID’s Country Development Cooperation Strategy (CDCS) calls for implementers to invest in country-owned models of inclusive development and build sustainable capacity in the countries where USAID works. Through this strategy, USAID places a renewed emphasis on local capacity building, so that US assistance strengthens the actors and institutions responsible for transforming their countries. The HICD Activity therefore aims increase the organizational integrity, operational effectiveness, and long-term viability of key partner organizations which, in turn, anchor the country’s reform efforts across all development sectors. 

To achieve this, the HICD Activity requires the services of a consultant to provide trainings and knowledge-sharing seminars that strengthen the financial management knowledge and systems of Georgian HICD Activity subcontracted partner organizations.  

Consultancy Scope of Work 


The goal of this consultancy is to increase the capacity of specifically IQS holding Georgian organizations and guide these organizations toward developing internal expertise and systems related to financial management that qualify them to compete for donor funded direct awards.  

The consultant will: 

  • Develop and conduct Knowledge sharing seminar(s) on financial management, financial statement creation, and reporting systems development for seven organizations. The knowledge sharing seminars will overview the following subtopics, with relevant templates to be provided): 

  • Development of an approval/review structure within the overall organization and within the specific project based in size and type (mainly for donor (USAID) funded projects) 

  • Guide each organization towards drafting and adapting financial statements and reporting systems within their organizations using general knowledge sharing seminar(s) 

  • Provide follow up feedback session to 1 organization out of seven (that one organization will not participate in group work sessions) on adjusted/developed systems 

  • Provide more detailed guidance to develop these financial statements and reporting systems through a group session and/or individually as necessary.  

  • Develop templates, tools, and materials for the HICD Activity Center of Excellence (CoE) online repository (including but not limited to): 

  • USAID reporting requirements 

  • Explanatory notes template 

As part of this financial management training for IQS holder organizations, the Consultant will also record short general description videos on financial management, financial statement creation, and reporting systems development (15-20 minutes each) corresponding to their knowledge sharing seminars. 

Planned Output: 

Georgian IQS holding partner organizations are provided with significantly increased capacity to create, adopt, and develop financial management systems that are well organized and documented. 

Anticipated Outcome: 

Overall effectiveness of participating Georgian IQS holding partner organizations is bolstered, ensuring proper procedures are in place for financial management, budgeting, and proposal cost forecasting. At the same time, these organizations are thereafter able to better compete with other organizations for direct or indirect donor fund awards due to their compliant and strong internal financial systems. 

Consultant Qualifications 

Kaizen will implement the program through a local or international consultant. The consultant should have followed minimum experience: 

  • At least Master’s degree in a related field with 8 years of work experience 

  • At least 5 years of work experience on donor/USAID funded projects under prime contract 

  • At least 5 years work experience on financial management and accounting systems. 

  • At least 3 years of work experience in developing or optimizing organization external audit plan. 

  • At least 5 years of work experience in developing and operating financial manual for organizations. 

  • At least 5 years of work experience in developing or optimizing and operating organization’s vouchering system 

  • Work experience and expertise in the Georgian country context is preferred. 

Timing and Level of Effort 

This scope of work is for a maximum of 5.75 business days of labor. The anticipated start date of the intervention is April 20, 2022. 


Due to the COVID-19 pandemic and the resultant health and safety considerations, the program will be carried out remotely, using digital platforms with relevant audio and video conferencing capabilities. 

Language of Services 

The language of the intervention will be English. Reporting to the HICD Activity will be carried out in English. The final report will be submitted in English.
