Scope and Objectives

The Kaizen Company is seeking a Finance and Operations Manager for the USAID-funded Monitoring, Evaluation, and Learning Activity ("the Activity") in Jordan. This will be a full-time, position based in Amman, Jordan. The Activity provides a range of monitoring and evaluation (M&E) services relevant to USAID/Jordan’s portfolio of programs which focuses on economic growth, capacity building, democracy and governance, public service delivery, and gender equality and female empowerment. The Activity will contribute to 1) ensuring that USAID’s development programs in Jordan achieve their intended results through an efficient and effective mechanism; and 2) building the institutional capacity of local monitoring, evaluation and learning (MEL) firms to assume increasing management responsibility of MEL awards.

The Finance and Operations Manager will be responsible for the financial aspects of the project and the day-to-day management of the project field office, and for ensuring the work meets all USAID and U.S. government requirements in funds accountability. Working under the overall direction of the Cheif of Party and in close coordination and collaboration with project technical staff, the Finance and Operations Manager will provide management, administrative, and security leadership to the Activity and will ensure compliance with Kaizen and USAID's policies and procedures. The Finance and Operations Manager will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, safety and security, compliance, procurement, and subcontract support to the execution of the Activty. They will be expected to identify issues and risks related to Activity finance and operations in a timely manner and suggest appropriate adjustments as required.

    Responsibilities

    • Maintain all administrative and financial records for the project and prepare reports in compliance with USAID, U.S. government, and Kaizen policies;
    • Establish and manage financial systems and a set of operational protocols that enable transparency, accountability, and accuracy;
    • Direct all aspects of the project financial accounting system, including managing cash flow, tracking expenditures relevant to operating budget, reconciling bank records, and preparing and reconciling monthly financial and bank account reports; 
    • Lead the development and implementation of project operational procedures, adapting global and regional technical resources and tools as needed for the Jordanian context;
    • Develop, analyze, and monitor program budgets;
    • Oversee and supervise the procurement of goods and services, vendor and contractual payments, and awarding of task orders consistent with USAID regulations and Kaizen Home Office policies and procedures; 
    • Support the implementation of large-scale events such as the Annual MEL Conference; 
    • Provide technical assistance and/or training, as needed, for staff and partners on financial systems, protocols, policies, compliance, and reporting;
    • Provide direction and guidance to local staff and subcontractor staff on compliance issues, procurement standards/requirements, and other administrative, financial, HR and logistical questions;
    • Identify and implement changes to administrative and financial policies and procedures that will enhance cost-effectiveness and program implementation; 
    • Assist the COP in the recruitment, hiring, and contracting of local staff, consultants, and contractors, arranging technical and administrative support as necessary;
    • Advise the COP on all policy matters concerning project administration, security, and financial management;
    • Administer and manage the efficient utilization and maintenance of project resources and property, including vehicles, IT and office equipment and furniture, and any other physical assets purchased by or assigned to the project in accordance with USAID and Kaizen Home Office guidelines and regulations;
    • Supervise other project-based finance, procurement, administrative, and contract staff.

    Qualifications

    • Bachelor’s degree in finance, accounting, or business is required. Master’s degree in relevant field is preferred
    • Minimum 8 years’ experience managing financial and operational objectives of donor-funded projects in Jordan
    • Demonstrated knowledge of USAID project cycle, agency policies, regulations and reporting requirements for financial management
    • Knowledge of applicable Jordanian laws and policies on financial and procurement procedures
    • Fluency in English and Arabic
    • Eligibility to work in Jordan
