Scope and Objectives

The Kaizen Company is seeking a Finance and Operations Manager for an anticipated five-year Monitoring, Evaluation, and Learning Activity (MELA) in Jordan, funded by USAID. This will be a full-time, position based in Amman, Jordan. MELA will provide a range of monitoring and evaluation (M&E) services relevant to USAID/Jordan’s portfolio of programs which focuses on: economic growth, capacity building, democracy and governance, public service delivery, and gender equality and female empowerment. MELA will contribute to 1) ensuring that USAID’s development programs in Jordan achieve their intended results through an efficient and effective mechanism; and 2) building the institutional capacity of local monitoring, evaluation and learning (MEL) firms to assume increasing management responsibility of MEL awards.

The Finance and Operations Manager will be responsible for the financial aspects of the project and the day-to-day management of the project field office, and for ensuring the work meets all USAID and U.S. government requirements in funds accountability.


  • Bachelor’s degree in finance, accounting, or business is required. Master’s degree in relevant field is preferred
  • Minimum seven (7) years’ experience managing financial and operational objectives of donor-funded projects in Jordan
  • Demonstrated knowledge of USAID project cycle, agency policies, regulations and reporting requirements for financial management
  • Knowledge of applicable Jordanian laws and policies on financial and procurement procedures
  • Fluency in English and Arabic
  • Eligibility to work in Jordan


  • Maintain all administrative and financial records for the project and prepare reports in compliance with USAID, U.S. government, and Kaizen policies
  • Establish and manage financial systems and a set of operational protocols that enable transparency, accountability, and accuracy
  • Lead the development and implementation of project operational procedures, adapting global and regional technical resources and tools as needed for the Jordanian context
  • Develop, analyze, and monitor program budgets; monitor and track obligations and expenditures against budgets
  • Manage project procurement processes
  • Provide technical assistance and/or training, as needed, for staff and partners on financial systems, protocols, policies, compliance and reporting
  • Provide direction and guidance to local staff and subcontractor staff on compliance issues, procurement standards/requirements, and other administrative, financial, HR and logistical questions;
  • Supervise other project-based finance, procurement, administrative, and contract & grants staff.
