Position and project Summary
Kaizen is seeking a Government-to-Government (G2G) Public Financial Management (PFM) Specialist for the anticipated United States Agency for International Development (USAID) Nepal Localization Support project. The purpose of the activity is to provide services to USAID, partner Nepali organizations, and Government of Nepal entities to provide surge support, build capacity, and establish systems and processes to effectively design, implement, and monitor activities that advance our shared development objectives. Support will be provided in three areas: (1) Capacity Strengthening for Local Actors to apply, receive and manage USAID awards; (2) Strengthen the Mission’s Government to Government (G2G) Programming; and (3) Support for the Mission to Improve Localization Programming.
This is a five-year, $25-50 million project, with an anticipated start date in late September 2023. The G2G PFM Specialist will be based in Kathmandu, Nepal. The G2G PFM Specialist will be responsible for leading the project’s G2G component, which will provide services to strengthen the USAID/Nepal’s design, pre-award, and implementation of G2G awards. The G2G PFM Specialist will also lead the project’s support to USAID in conducting financial reviews, risk assessments, audits, cost share contribution calculations, and other analyses of existing G2G awards, potential G2G partners, and Host Country partners’ fiduciary systems. In addition, the G2G PFM Specialist will help build the capacity of relevant Government of Nepal entities and USAID/Nepal staff to strengthen financial management competencies to identify and address risks.
Duties and Responsibilities:
- Develop processes for G2G negotiations and designs, G2G risk assessments, and system capacity assessments.
- Conduct pre-award surveys and assessments, including host country contracting capability.
- Tailor assistance to support G2G MEL plan development.
- Capacity strengthening for government MEL systems and data collection.
- Strengthen government financial management systems and financial reporting.
- Orient government staff on USAID audit requirements and provide support during reviews on-demand basis.
- Provide support to USAID’s Office of Financial Management, including conducting assessment of internal financial management control systems, preparing tools and templates to support improved financial management, conducting analyses to better understand conditions for improved performance in curbing fraud.
Qualifications:
- Master’s Degree in accounting, finance, business, or PFM is required. Additional qualifications of CA, ACCA, CPA, CIPFA will be preferred.
- Minimum of eight (8) years’ experience in G2G programming and PFM.
- Prior experience directly supporting and working with USAID leadership and Mission staff, preferred.
- Experience leading G2G risk assessments, pre-award assessments, and other examinations of host country partner systems, and providing support to mitigate risk, preferably in South Asia
- Familiarity with accounting and auditing standards that are generally accepted in the United States of America
- In-depth familiarity with the USAID Automated Directives System (ADS) chapters that reference G2G programming
- Prior experience with supporting G2G MEL plan development and capacity strengthening of government MEL systems and data collection
- Experience working in Nepal and/or South Asia, highly desirable.
- Fluency in Nepali, required.
