Monitoring and Evaluation (M&E) Director - YouthPower/Jordan

Scope and Objectives

As part of the USAID-funded YouthPower Jordan (YPJ) project, Kaizen supports project monitoring, evaluation and learning and fosters greater communication between youth, community leaders and policy makers. This includes creating the Jordan Youth Network, an online forum and data sharing platform for youth to interact and share common challenges and opportunities and access resources. The YPJ project works with youth from ages 10 to 18, and 19 to 29 in 60 communities throughout Jordan to promote youth engagement with local communities.

Position Summary

The M&E Director will provide leadership and strategic vision to M&E activities across all project components. S/he will oversee development and refinement of the project’s Monitoring, Evaluation, and Learning (MEL) Plan and design and manage the project’s M&E system. S/he will develop and implement processes and methodologies to ensure consistent data collection, management and reporting in keeping with the MEL Plan. S/he will analyze and interpret qualitative and quantitative data in order to gauge project impact. S/he will contribute to work plans, reports, success stories and other project deliverables. The M&E Director will manage a team of six staff in three regional offices. S/he will be responsible for data quality assessments, on key USAID and other project indicators. S/he will manage the community mapping assessments, and gap analysis reports.
In addition the M&E Director will also work with Jordanian youth-serving organizations grantees, to develop and monitor M&E plans and to assist those organizations in measuring impact of their awards, as they align with activity goals. S/he will be responsible for designing training materials and conduct workshops for grantees on M&E requirements on youth initiatives, against primary project indicators; and developed templates and reporting schedules/protocols for grantees.

Required education

  • Bachelor’s degree required; Master’s degree preferred in international development, public administration, economics, statistics, or another relevant field.

Required experience

  • A minimum of seven years of professional experience in managing M&E activities on large, complex, donor-funded international development projects, preferably funded by USAID. Strong familiarity and comfort with USAID’s ADS 203 on assessing and learning is preferred, integrating complexity-aware M&E approaches.
  • Experience applying advanced statistics and research methodology, using sampling techniques and methodologies, and using software for statistical and other relevant applications (such as SPSS, STATA, spreadsheets, and GIS).
  • Familiarity with donor-specific reporting requirements, including F-indicators, CDCS indicators, and geographic data, as well as data tracking and monitoring systems, such as DevResults and TraiNet.
  • Experience in data visualization, preferably using Tableau. 
  • Experience in developing mobile data collection surveys, using ODK.
  • Significant experience managing a field-based team and partner organization staff.
  • Proven experience developing and delivering training to counterparts to ensure sound M&E procedures are followed. 
  • Experience with mid-term and final evaluations, impact assessment, and change management preferred.

Required skills

  • Advanced working knowledge of MS Word, Excel, Access and/or other relevant programs.
  • Demonstrated ability to establish productive, collaborative relationships with counterparts.
  • Excellent presentation/training skills, including experience in the design and facilitation of short- and long-term training programs specific to M&E.
  • Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements.
  • Strong interpersonal and written communication skills.
  • Fluency in English and Arabic.
