Kaizen is hiring a mid- to senior-level professional who is looking to create social impact in a fast-paced and rewarding work environment. We are seeking applications for a Compliance Advisor for the USAID-funded Partnerships Incubator, a four-year project which started in October 2019. 

About the Partnerships Incubator

USAID aims to diversify its partner base by removing barriers to engagement and creating avenues for new and underutilized partners to work with the Agency. The Partnerships Incubator was set up as a global service hub to address this need by amplifying USAID’s external communications efforts to strengthen and diversify the Agency’s partner base, expanding Agency capacity for partnerships, and supporting partner organizations working with USAID. The Partnerships Incubator works with USAID headquarters and Missions to identify and engage new and local partners, provide training and capacity-building assistance, and develop tools, resources, and models to advance USAID’s partnership goals. The project recently launched, a free, USAID-funded resource hub designed to connect partners to peers and experts, improve their organizational readiness, and prepare them to receive USAID funding. 

Position Overview

The Compliance Advisor will work within the Partnerships Incubator’s Partner & Agency Readiness Team to support the implementation of a robust services portfolio to USAID and its partners. The Incubator service portfolio consists of 19 service offerings delivered via a network of staff, independent consultants and vendors.

Services to partners assist them in developing their capacity to be stronger competitors for and/or more effective implementers of USAID awards. Services delivered to USAID assist the Agency, primarily overseas Missions, in identifying new partners and addressing common challenges in partnering with organizations that are new to USAID’s ways of operating and its requirements.

The Compliance Advisor will provide direct technical support to partner organizations in the area of programmatic compliance. They will report to the Acceleration Director, and will support activities that build the capacity and knowledge of USAID Missions, Bureaus, Operating Units, implementing partners, and potential partners.

Principal Responsibilities 

  • Advise and assist partner organizations during pre- and post-award phases on resources, tutorials, and best practices for developing and documenting the policies and procedures for procurement, human resources management, risk mitigation, branding and marking, and other compliance requirements of USAID.
  • Actively engage with partners, as well as other Incubator team members and consultants providing partner support services, to prepare compliance deliverables for submission to USAID.
  • Review partner systems (i.e. manuals, processes, allocation of responsibilities, procedures, etc.), determine if those systems are in compliance with USAID standards, and make recommendations for organizations to come into compliance.
  • Advise partners how to structure departments and delegate responsibility within their  organizations in order to manage awards compliantly. 
  • Assist partner(s) in building capacity of personnel and IT systems in the areas of governance, procurement, human resources, finance, and reporting.
  • Identify gaps in currently available resources, tools, and tailored services that address Agency or partner knowledge and capacity building, and design or recommend resources, tools, and tailored services to close those gaps.
  • Support the capture of lessons learned that will inform Incubator service delivery process pivots as necessary.
  • Collaborate with Incubator staff, interns, and consultants across the project.
  • Other duties as assigned.


  • Bachelor’s degree (minimum) and 10-15 years’ experience.
  • Experience with FAR, CFR, and AIDAR and/or the USAID-implementing partner paradigm is required.
  • Demonstrated experience with new partnership development and delivering compliance capacity building support.
  • Experience providing acceleration services in a development/emerging market setting is preferred.
  • Spanish language skills highly preferred.
  • Demonstrated computer literacy and proficiency with Microsoft Office Suite and Google Workspace is highly preferred.
  • Experience with enterprise finance systems such as Concur, Costpoint, and QuickBooks preferred.
  • Comfortable with a project environment that appreciates initiative, personal ownership of work portfolios, and an entrepreneurial mindset and behaviors.
  • Outstanding interpersonal skills and ability to interact with individuals at all levels.
  • Proven effectiveness in managing relations with multiple actors, including partners and donors.
  • Excellent communication skills and a demonstrated track record of working effectively in a team environment.
  • Ability to work in multiple cultures, highly motivated, self-starting, intellectually curious, flexible, a passion for learning, and deeply committed to social impact.
  • Comfortable operating in a fast-moving, agile, and innovative environment.
  • Be able to successfully serve on a fully teleworking team.
  • Must be authorized to work in the United States.
