Subject Matter Expert - Family Planning and SBCC


For over twenty years, USAID has invested in technical assistance for Jordan on Family Planning (FP) services. USAID and the Government of Jordan (GoJ) have worked together to safeguard the health of women and children. In March 2019, and after more than two decades of investing in family planning in Jordan, USAID decided to use a government to government (G2G) award mechanism as a step towards institutionalization and sustainability of FP programming. Directly implemented by the Ministry of Health (MOH), the Partnership for Health and Family Planning (PHFP) was designed to sustain USAID efforts to increase demand for, and improve the quality of, public family planning services. These efforts support the GoJ’s overall strategic goal to increase the use of voluntary modern contraceptive methods to promote healthy timing and spacing of pregnancies through family planning. The seven-year agreement was signed in March 2019, with an estimated cost of sixteen million dollars on FP.

PHFP was the first mechanism where the USAID mission invested in FP through a Partner Government System (PGS) agreement and was the first PGS agreement to be signed with MOH. PGS awards involve working directly with democratically accountable Ministers and national bureaucracies. Governments tend to be more risk-averse and change-management is often more challenging than in other sectors. 

When working with a conventional non-governmental Implementing Partner, typically most or all of the funding will come from their USAID grant, and therefore they are to dedicate their full attention to the project. However, even with a $15 million PGS award, USAID’s funding to MOH is a relatively small proportion of their overall budget, and delivery of the PHFP program needs to be prioritized alongside other MOH commitments and activities. Inevitably this requires a different way of working for both MOH and USAID. 


Evaluation Objective  

The objective of the evaluation is to assess progress in achieving the deliverables referenced in the Project Implementation Letter (PIL) to date, including identifying challenges and barriers relating to the management and implementation of the PGS mechanism and technical aspects of PHFP itself. The evaluation should provide recommendations for the next three years of the program’s activity and future FP planning.

Under this assignment, the Monitoring, Evaluation, and Learning Activity (the Activity) will recruit the Subject Matter Expert: Family Planning & Social and Behavior Change Communication (SBCC) Expert 


Subject Matter Expert: Family Planning & SBCC Expert

The individual will serve as a member of the evaluation team, serving as the principle technical expert in family planning, social and behavior change communication, and other public health sector areas. This assignment is anticipated to take place between August 2022 and March 2023. This evaluation will require the Subject Matter Expert (SME) to be in country during the data collection process and for the validation workshop with USAID and the MOH. 


Roles & Responsibilities: 

The Subject Matter Expert (SME), will be responsible for:

  1. Serving as principal technical expert for the evaluation team and provide expertise assessing progress in achieving the deliverables, including identifying opportunities, challenges, and barriers relating to the management and implementation.
  2. Provide technical leadership in the design of data collection tools/instruments and approaches. 
  3. Conducting key informant interviews, focus group discussions, and surveys with the MOH/PHFP staff, USAID, and other stakeholders as relevant. 
  4. Ensure strong analysis of data, while providing the technical grounding to findings and conclusions based on implementation context. 
  5. Participating in key deliverables, including but not limited to, developing the inception report, evaluation design and implementation, data analysis, report writing. 



  1. A Master’s degree in Public Health or a related field with at least 10 years of experience in public health, family planning/reproductive health, nutrition, or other fields that afford an understanding of public health initiatives, as required. Should have at least four (4) years’ experience in SBCC and at least three years of experience working on health sector evaluations; 
  2. The ability to liaise with senior MOH officials and dignitaries, executives of NGOs, CBOs, the for-profit business community, and senior members of the donor community;
  3. Familiarity with USAID policies and practices strongly preferred; 
  4. Demonstrated in-depth understanding of public healthcare system, with experience of Jordanian systems strongly preferred; 
  5. Ability to communicate quickly, clearly, and concisely, both orally and in writing, in fluent English. Extensive report writing experience required. Proficiency in Arabic preferred; and
  6. Knowledge, skills, and experience in qualitative evaluation tools and analysis preferred.
