School Infrastructure Multi-Activity Evaluation

As USAID’s school infrastructure activities continues to develop, USAID/Jordan requires an external evaluation of three of its different school infrastructure activities. This external evaluation will inform the design of new schools and determine how USAID’s school infrastructure has affected students and communities.


Jordanian public schools have been strained by overcrowding in recent decades due to rapid population growth, an influx of refugees, and economic constraints. In response to The Ministry of Education’s (MoE) efforts to increase access to schools as well as enhance the learning environment, USAID/Jordan has made significant investments in school infrastructure in recent years and is planning to build additional schools over the next five years as part of a new program that aims to reduce overcrowding in public schools and provide a safe and more suitable school environment to respond to the needs of the Ministry of Education’s reform efforts. 


Activity Overview

The Jordan Monitoring, Evaluation, and Learning Activity (MELA) is recruiting for a Team Lead/Evaluation Specialist to lead and support the School Infrastructure Multi-Activity Evaluation.


This evaluation will examine data from recent and relevant USAID school infrastructure activities, with the objective of providing USAID with findings and strategic recommendations that will inform the design of the schools and determine how USAID infrastructure has affected students and communities.


Team Lead / Evaluation Specialist

This individual will have both technical and methodological expertise and will meet the requirements of a USAID evaluation specialist and educational consultant, with expertise in evaluating learning outcomes at the primary level. The team lead should have significant experience designing and conducting project evaluations and/or assessments.


Roles & Responsibilities: The team leader will be responsible for (1) finalizing evaluation design and methodology; (2) providing team leadership; (3) managing the team’s activities, (4) ensuring that all deliverables are met in a timely manner, (5) serving as a liaison between the USAID and the evaluation/assessment team, and (6) leading briefings and presentations.



  • Minimum of 10 years of experience in education or school design/infrastructure in developing countries
  • Demonstrated experience leading project/program evaluation/assessments, utilizing both quantitative and qualitative tools/methods
  • A graduate degree in International Development, Education, or a related field
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, etc.
  • Experience in the design and implementation of evaluations and/or assessments
  • Experience implementing and coordinating others to implement surveys, key informant interviews, focus groups, observations and other evaluation and assessment methods that assure reliability and validity of the data.
  • Demonstrated experience using qualitative evaluation methodologies, and triangulating with quantitative data
  • Experience conducting secondary analysis of existing quantitative datasets
  • Able to review, interpret and reanalyze as needed existing data pertinent to the evaluation
  • Familiarity with USAID policies and practices
