Human & Institutional Capacity (HICD) Advisor


The Kaizen Company is a subcontractor to DAI on the The Pakistan Regional Economic Integration Activity (PREIA) which is intended to further the development of the country’s trade sector by improving Pakistan’s competitiveness in international markets. The Activity is a key component of USAID Pakistan’s overall economic development program and supports achievement of Development Objective #2 from USAID/Pakistan’s Mission Strategy: “Improving Economic Status of Focus Populations.” The purpose of the Activity is to increase access to international and in particular regional markets in order to enhance Pakistan’s regional economic integration with its neighbors. Focusing primarily on trade promotion and facilitation, PREIA will improve the international trade environment, resulting in increased trade and transit volumes.

General Objective:

Human & Institutional Capacity Development (HICD) is a USAID model of structured and integrated processes designed to identify root causes of performance gaps in host country partner institutions, address those gaps through a wide array of performance solutions in the context of all human performance factors, and enable cyclical processes of continuous performance improvement through the establishment of performance monitoring systems. The ultimate goal of HICD is to help USAID’s partners improve performance in critical areas leading to measurable results in achieving the organization’s goals and objectives.

The Human & Institutional Capacity Development (HICD) Advisor will lead all such initiatives under the Project’s overarching objective of ‘improving Pakistan’s international trade competitiveness’ by building the capacity of all partnering government agencies and private sector institutions.

Specific Duties:

The HICD Advisor will be responsible for the following detailed tasks, but not limited to:

  • Working closely with stakeholders on export development; organizing business delegations to develop business linkages with regional and international markets;
  • Strengthening the advocacy capacity of Trade Support Institutions to promote private sector’s contribution to policy formulation & reforms;
  • Organizing focus group meetings, dialogues, seminars, and conferences, and providing recommendations to government and stakeholder organizations to improve private sector enabling environment;
  • Leading the program design & execution of all initiatives aimed at building the capacity of government’s trade & commerce agencies;
  • Supporting public-private dialogue mechanism and structure for inclusive trade policy formulation;
  • Facilitating public-private policy analysis prioritizing policy reforms;
  • Ensuring gender representation in all of Project’s initiatives;
  • Designing & executing initiatives to support gender mainstreaming and gender leadership development on trade issues and trade policy dialogue;
  • Leading the cross-cutting HICD function in coordination with the technical Component 1 & 2 staff and short-term consultants/experts to ensure the quality of all HICD deliverables; and
  • Providing internal Human Capital Management support to the Project’s COP & DCOP. 

Qualifications & Experience:

  • Experience in executing trade promotional activities including trade exhibitions and business to business meetings will be highly appreciated.
  • Master’s degree in Business Administration, Economics or related areas.
  • 5 to 6 years of relevant managerial experience.
  • Good working knowledge of English.

Supervisory Responsibilities:

Supervise the assigned professional staff at Analyst, Senior Analyst and Specialist levels within the HICD integrated cross-cutting activity of the Project.

Base of Operations: Islamabad Pakistan

Reporting: The HICD Advisor will report to the Deputy Chief of Party & the Chief of Party.
