Technical Manager for Service Delivery

Position Summary

The Technical Manager for Service Delivery will report to the Technical Deputy Chief of Party. S/he will be responsible for facilitating strong working relationships between associations and local and regional government actors for improved service delivery under the USAID/Djibouti Citizens Engagement for Advocacy and Accountability (CEAA) Activity.

Duties:

  • Manage the delivery of Objective 1 Activities under CEAA implementation;
  • Address both the “supply side” and “demand side” of local service delivery through capacity building, innovative grant awards, training, and other methods in conjunction with associations and local and regional government actors;
  • Provide assistance to regional councils – through associations – to help them deliver improved services and take into consideration the feedback of citizens receiving these services;
  • Assist regional councils and associations on how to be responsive to community feedback in actual service delivery;
  • Increase collaboration between local and regional government actors and associations with a specific focus on public service delivery; and
  • Other tasks as reasonably assigned.

 

Qualifications:

  • At least a bachelor’s degree or higher in a relevant field such as international development, political science, or public policy/administration;
  • At least 5 years of relevant work experience;
  • Experience on USAID-funded projects will be considered beneficial, but not required;
  • Must have a strong understanding of the association landscape and governance environment in Djibouti;
  • Must have demonstrated ability in building capacities of governments, associations, and local community organizations;
  • Strong work ethic, critical thinking abilities, and history of excelling at his/her work with minimal oversight;
  • Must be fluent in French; and
  • Must be a Djiboutian citizen.
