Information Communication Technology Automation and Integration (ICTAI) Specialist

Description of Activity: Kaizen is implementing the United States Agency for International Development (USAID) 5-year system strengthening activity for three Regional Intergovernmental Organizations (RIGOs) in East Africa: The Common Market for Eastern and Southern Africa (COMESA), the East African Community (EAC), and the Intergovernmental Authority on Development (IGAD). The aim of the RIGO System Strengthening activity (RIGO SSA) is to achieve a demonstrable, evidence-based improvement in the organizational systems of COMESA, EAC, and IGAD. The priority systems are the following: financial management, performance management including monitoring and evaluation (M&E), strategic planning, and donor coordination.

Position: Long Term Technical Expert – Information Communication Technology Automation and Integration (ICTAI) Specialist

Duration: The assignment is expected to start in July 2021 and is estimated to continue for 18 months, subject to need and funding.

Scope of Work

The ICTAI Associate will support the implementation of the RIGO System Strengthening activity being implemented by IGAD, COMESA and EAC.  S/he will work with all the key stakeholders to support ICTAI initiatives. The Associate will be based in Nairobi but with occasional travels to Djibouti City, Djibouti, Lusaka, Zambia and Arusha, Tanzania.  The specific areas of work for the ICTAI Associate will include but is not limited to the following:

  • Work with the Chief of Party (COP), ICTAI Specialist and other team members to develop specific terms of reference for ICTAI initiatives consistent with the RIGO work Plans. 
  • Oversee the delivery of ICTAI support processes relevant to the achievement of the RIGOs system strengthening objectives. 
  • Facilitate, manage, and monitor specific ICTAI initiatives related to the implementation of the RIGO Annual Workplans by providing technical quality assurance.
  • Support ICTAI to provide and/or arrange for, individual and group coaching to help RIGO staff improve organizational performance, including strengthening skills required for the new ways of doing business as the implementation of the project progresses.
  • Support ICTAI design and facilitate participatory processes in which RIGO teams and expanded teams (including Working Groups and other stakeholders) assess, develop and/or learn about new and/or improved ICTAI innovations.
  • Support ICTAI Specialist in conducting analyses, surveys, direct stakeholder engagement, and other learning exercises to gauge readiness for, and acceptance of ICTAI initiatives.
  • Support ICTAI Specialist in facilitating the RIGOs knowledge and understanding of cutting-edge ICTAI trends within RIGO geographical area.

Conduct of the Work

The ICTAI Associate will:

  • Report directly to Chief of Party;
  • Liaise closely with the ICTAI Specialist; and
  • Liaise closely with Team Leads in IGAD, COMESA and EAC.

Qualifications and Experience

The Consultant should possess the following qualifications and experience:

  • A Bachelor's degree in a recognized discipline of Computer Science, Information Systems, or related systems qualification.
  • Minimum of ten (10) years of experience at in the development and implementation of Information, Communication and Technology (ICT) systems.
  • A good track record of past performance in ICT development, operations, and management.
  • Fluency in both spoken and written English language.
  • Demonstrated skills in building, mobilizing, and working in multidisciplinary teams.
  • Excellent facilitation and interpersonal skills
  • Experience with any of the three RIGOs will be an advantage, as will familiarity with USAID OD and CM tools.
