USAID Monitoring, Evaluation, and Learning Activity Overview

The USAID Monitoring, Evaluation, and Learning Activity (“the Activity”) is designed to ensure USAID’s activities in Jordan achieve their intended results through monitoring and evaluation, strategic assessments, and USAID’s Collaborating, Learning, and Adapting approach (CLA). The Activity helps USAID create a dynamic learning environment among development actors focused on innovation, quality Monitoring, Evaluation, and Learning (MEL) practices, and knowledge sharing. Through the Activity Accelerator, a rapid procurement mechanism, a cohort of Jordanian firms work with the Activity team to successfully deliver projects while simultaneously strengthening their management and compliance systems. This approach provides USAID with high-quality MEL services across its portfolio, builds the capacity of local MEL organizations, and ensures USAID programs meaningfully empower and enhance local participation. The Activity team ensures program sustainability by building the technical and institutional capacity of one or more local organizations to be capable of managing the MEL contract that follows the Activity.

Responsibilities and Tasks

The Acceleration Specialist will engage with Jordanian firms to deliver quality service to USAID and facilitate their capacity building acceleration process. The Specialist will oversee all acceleration activities in collaboration with the Acceleration Manager. The Specialist will also ensure that Jordanian firms are accountable and competitive throughout the procurement process. The Acceleration Specialist will maintain, evaluate, and refresh the pool of Jordanian firms across a range of technical areas. The Specialist will provide quality assurance of MEL services provided by these firms. The Specialist will facilitate the acceleration process to ensure accountability, foster competitiveness, and enable collaboration.

Responsibilities and tasks will include, but are not limited to:

  • Coordinate and support all activities during the procurement process from request for task order proposal (RFTOP) design, announcing RFTOPs, coordinating and facilitating the evaluation committee, consolidating scores, preparing selection and debrief memos, drafting contracts, tracking payments to awardees, and updating the RPM payments tracker.
  • Conduct outreach to Jordanian MEL organizations to join a Bidder’s Conference every year, provide event coordination support to annual Bidders’ Conference and stakeholder meetings as needed (e.g., kickoff meetings).
  • Liaise with Jordanian MEL organizations in the Rapid Procurement Mechanism to support their requests, questions, and experience in the program.
  • Support ongoing development and administration of the accelerator platform, an online tool for coordinating the Accelerator Program. Support may include pilot testing new features, connecting with the software vendor, and troubleshooting technical requests.
  • Provide coordination support for procurement-related tasks.
  • Support learning initiatives by collecting and organizing relevant data and resources to support tracking and reporting to meet Activity and client needs (e.g., surveys).
  • Provide coaching support to local organizations.
  • Support the Capacity Building and Operational teams on an as needed basis to implement the accelerator approach through support to the Organizational Capacity Assessment process

Qualifications

The ideal candidate has a strong operational and program coordination background, experience with procurement and compliance, and knowledge of new USAID partners and the challenges they face. The selected individual should have experience coordinating activities that improve the capacity of organizations to work with USAID or other donors. Additional qualifications include:

  • University degree in business management, international development or related field
  • Experience in contract/grant/project/stakeholder coordination
  • Event coordination experience preferred
  • Experience coordinating multiple stakeholder organizations preferred.
  • 2 - 5 years of progressively responsible relevant work experience
  • Experience implementing web platforms (e.g., program management tools)
  • Background in U.S. government procurement and compliance policies
  • Familiarity with evaluation and assessment approaches preferred, with capacity to support USAID’s monitoring, evaluation, and learning (MEL) practices
  • Experience supporting diverse firms to improve their capacities to work with USAID or other donors
  • Jordanian candidates are preferred
