Senior Transition Advisor (USAID/OTI Sudan)
USAID’s Office of Transition Initiatives (OTI) Sudan program supports the U.S. Government’s larger objective of helping Sudan succeed as a secure, prosperous, and democratic country. In close coordination with Embassy colleagues and other United States Government actors, the USAID/OTI Sudan program will seek to empower and build the capacity of communities in northern Sudan to manage conflict and change. USAID/OTI’s rapid and targeted programming addresses emerging issues and empowers local partners to leverage timely and locally driven activities that enhance engagement between government and citizens and promote democratic processes.
The Technical Assistance for Sub-Saharan Africa (TASA) program, implemented by The Kaizen Company, augments USAID/OTI’s management and monitoring of USAID/OTI Sub-Saharan Africa regional teams’ program portfolios through technical assistance and operational support in the Sub-Saharan Africa region.
The Kaizen Company is seeking a Senior Transition Advisor (STA) to support TASA’s program objectives.
Principal Duties and Responsibilities:
- Serve as a liaison between USAID/OTI and USAID/OTI’s implementing partners to ensure that the USAID/OTI Sudan’s program’s strategy and activities respond to emerging political developments and changes in the operating environment.
- Provide USAID/OTI and USAID/OTI’s implementing partners staff with guidance on the identification and development of activities that fit within OTI/Sudan’s program strategy and advance U.S. foreign policy objectives.
- Mentor and train other OTI and implementing partner field staff.
- Establish and maintain strong relationships to promote efficient coordination with USG and Sudanese stakeholders, local partners, and other international community representatives.
- Collect information and draft/edit regular reporting and outreach products tailored to various audiences, including the USG and external audiences, on political and security developments in Sudan, program priorities, activities and programmatic results.
- Design and manage a system for monitoring, evaluation, and learning (MEL) for OTI/Sudan programming in close collaboration with USAID/OTI, USAID/OTI’s implementing partners, and any external organizations providing MEL and/or research services to the program.
- Assist in the design and implementation of program strategies and objectives in close coordination with OTI/Sudan’s implementing partners staff. Assist in the regular review of strategic objectives and new programmatic approaches in Sudan.
- Identify and help design/facilitate cross program learning opportunities, including but not limited to OTI/Sudan program performance management processes - specifically monthly learning events, Field Based Orientations, Rolling Assessments, Strategy Review Sessions.
- Convey OTI/Sudan interests during meetings with USAID/Sudan Mission personnel, U.S. Embassy staff, host country government officials (in the event a new civilian led government supported by the U.S. emerges), international organizations, and local and international non-governmental organizations (NGOs), international donors, and others interested in USAID/OTI activities.
- Work closely with USAID/OTI and USAID/OTI’s implementing partners’ staff to ensure the effective use of the USAID/OTI Database, as well as other systems and procedures to maintain effective and efficient management of funds, programming, and monitoring and evaluation.
- Perform a wide range of administrative functions including activity budget preparation, financial management, records management, and travel assistance, to help ensure programmatic success; and,
- Other tasks as assigned by the TOCOR in consultation with the USAID/OTI CR.
- A degree in a relevant field such as, but not limited to political science, international development, or international relations.
- At least five (5) years of progressively responsible relevant work experience, which includes at least one (1) year working in a developing country and one (1) year of supervisory experience.
- Experience in transition, stabilization or post-conflict environments, particularly with program and project management in these environments.
- Experience in program(s) requiring a highly functional grasp of a U.S. foreign affairs or an international assistance organization’s procedure and practices.
- Experience in contract/grant management.
- Experience working in a multi-cultural environment with a diverse staff.
- English language writing and oral communication skills at the highly proficient level on matters germane to this scope of work; and
- Fluency in written and spoken English.
- Arabic language skills are preferred but not required.
Reporting: The Senior Transition Advisors will report to OTI’s Country Representative and Kaizen’s Task Order Manager.
Location: This position is based in Khartoum, Sudan.
