Scope and Objectives
The Kaizen Company is seeking a Construction Contract and Project Management Expert to support the four-year USAID/Jordan Enhancing School Management and Planning (ESMP) Project. The ESMP Project objective is to develop sustainable system and process improvements related to school planning, design, construction, and maintenance, and enhance the staff capabilities within Jordan’s Ministries of Education (MOE) and Public Works and Housing (MPWH) to improve the school management and planning process, and the quality of school environments in Jordan. The scope of this project is to provide assessment expertise, technical assistance, capacity building, collaboration facilitation, and training to MOE, MPWH, targeted stakeholders, and counterparts engaged in school management and planning to improve performance and sustain these improvements.
Kaizen will hire a mid-level Construction Contract and Project Management Expert with the following key responsibilities and required qualifications for the full-time position.
This position is located in Amman, Jordan.
The Construction Contract and Project Management Expert will be responsible for providing technical knowledge and teaching/mentoring skills leading to improved project management and contract management for Government of Jordan (GOJ) school construction at the Ministry of Public Works and Housing (MPWH), Ministry of Education (MOE), as well as school construction managed by governorates. The Expert must have extensive practical knowledge on use of FIDIC and other contract tools to ensure minimal project delays and the ability to transfer knowledge to government officials through development and use of instructional manuals, training, coaching, and mentoring. The Expert must also be knowledgeable on the use of IT project management systems.
This position will report to the Deputy Chief of Party (DCOP) for Engineering Institutional and Capacity Development.
Expected responsibilities include:
·Lead an MOE/MPWH engineering staff assessment of core competencies on construction-related contract and project management tools and enforcement mechanisms at the central ministry, field directorate, and site supervision levels, with input from related USAID partners.
·In collaboration with MPWH, MOE, and other entities, lead development and implementation of a rapid training plan on construction project management and contract management, to be followed by ongoing coaching and mentoring, leading to peer-to-peer learning and archived training materials, including manuals and instructional videos.
·Provide technical leadership to develop system and process improvements, in partnership with MOE and MPWH, and in collaboration with other ESMP experts.
·Lead MPWH and MOE in utilization and analyzing Construction Management Information System (CMIS) data to improve contract and project management, providing support as needed. Provide technical input into development of contractor performance indicators for on-time and on-budget, quality and health and safety indicators.
·Prepare and deliver structured training materials, identify key learning goals, support knowledge transfer, and coach ministry partners to lead training. Organize and lead peer-to-peer learning and knowledge transfer by end of project.
