Gender, Youth, and Social Inclusion Consultant

I. Project Background

The Organizational Development Activity (ODA) is a mechanism funded by USAID/Uganda that amplifies and strengthens the Mission’s organizational health and staff development which ultimately underpin the Mission’s effective and efficient performance in delivering and facilitating development advancements for the Ugandan people. The ODA team provides support to the mission, its offices and staff, with a particular focus on: Improving Strategic Alignment, Amplifying Leadership Culture, Strengthening Talent Management Processes and Tools, and Building Staff Capability.

II. Specific Challenges to be Addressed

USAID recognizes the well-established link between inclusive societies and development. In its programmatic activities it seeks to help Ugandans and their institutions strengthen policies, practices, and norms that promote the full inclusion of women, youth, the disabled, LGBTI individuals and communities, ethnic and religious minorities, and other marginalized populations into the mainstream of society, the economy, and the country’s political processes and institutions. It is critical that USAID itself models and demonstrates the value of the policies, practices, and norms it is promoting. ODA will support USAID in these efforts based on a gender, youth, and social inclusion (GYSI) analysis of the internal Mission culture.

III. Objective

The primary objective of the consultancy is to complete a gender, youth, and social inclusion analysis of the internal Mission culture. The consultant will conduct a desk review and facilitate a participatory process to collect information regarding the Mission culture in these areas, analyze findings, and produce a report containing tangible, practical recommendations for presentation to the Mission Leadership Council (MLC) for Mission consideration and to the ODA technical team for ODA consideration.

IV. Specific Tasks and Responsibilities

The consultant will complete the following:

  • Meet with the ODA team to establish sufficient background on the project and Mission
  • Coordinate with the ODA COP or designate to ensure effective adjustment of the GYSI assessment approach and reporting
  • Conduct document review, interviews, and discussions to collect GYSI inputs, in collaboration with ODA team members and Mission staff as appropriate
  • Conduct analysis of available inputs to develop supporting notes and reporting
  • Finalize reports for consistency and accuracy, under direction of ODA COP or designate
  • Submit GYSI analysis, to be finalized by the Kaizen home office.

V. Deliverables

The consultant will produce the following deliverables:

  • Work plan for the period of performance
  • Brief trip report summarizing activities, accomplishments, challenges, outcomes, and recommendations for follow-up actions
  • GYSI Analysis for the USAID/Uganda Mission

VI. Reporting

The consultant will report to the Chief of Party of the ODA program or designate.

VII. Location, Duration, and Conditions of Assignment

This consultancy will be completed principally in Kampala, Uganda. Work will be conducted in a normal office environment. The consultancy will take place between January 7, 2019 and March 1, 2019, with an anticipated level of effort of approximately 15 to 17 days, inclusive of travel time.

VIII. Required Qualifications

  • Minimum of 10 years of professional experience in conducting gender, youth, or social inclusion activities and initiatives for donor-funded organizations, multi-national, or international organizations, preferably in eastern Africa, with Uganda strongly preferred.
  • Demonstrated understanding of gender, youth, or social inclusion assessment, audit, or analysis, including prior experience in conducting gender and inclusion assessments within international organizations.
  • Minimum of a bachelor’s degree (graduate degree preferred) in gender studies, international development, or related field.
  • Professional or native fluency in English (FSI Level IV or V) required.
  • Qualification as a certified ILO gender facilitator and/or EDGE certification assessor strongly preferred.
