Position and project Summary
Kaizen is seeking a Finance and Operations (F&O) Manager for the anticipated United States Agency for International Development (USAID) Burma Localization Support Mechanism project. The purpose of the activity is to provide organizational development of local entities and locally established organizations; capacity development and training, including assessments/analyses of capacity of local implementing partners; facilitation and documentation; and technical services to USAID local grantees in Burma. This work will transfer knowledge to and build local capacity among local organizations and individuals to lead the type of work necessary to implement their programs supporting Burma in the future. The F&O Manager will be responsible for management and compliance of all financial, operational, procurement and administration of the project. This individual will be responsible for managing the contract budget and preparing financial reports for submission to USAID.
Duties and Responsibilities:
- Will oversee program operations, including but not limited to human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance.
- Will supervise finance, security, procurement, database, and administrative operation staff; provide capacity building and mentoring to team, as necessary.
- Establish and maintain financial management and accounting control systems for program expenditures and maintaining database of accounting documents.
- Lead preparation of budgets and financial reports for USAID.
- Strong organizational, communications, and interpersonal skills and ability to network and maintain effective working relationships with diverse actors.
Qualifications
- Masters’ degree in business administration, accounting, finance, or a related field.
- Minimum of 8 years of experience in financial, compliance, or operational role, supporting USAID and international donor projects.
- Demonstrated ability to develop and manage large budgets, and in-depth knowledge of accounting principles.
- Strong understanding of and experience developing internal control measures, implementing them program-wide, and conducting internal financial audits.
- Proven experience leading start-up/close-out, recruiting, and procurement for field-based, USAID-funded programs, remote project start-up experience is highly preferred
- Experience ensuring compliance with USAID and U.S.G requirements, based on demonstrated familiarity with FAR, ADS, and other operational guidance. Demonstrated flexibility and adaptability based on work experience in conflict and/or fragile operating environments
- Detail-oriented with strong organizational skills
- Proven integrity and ethical behavior in all aspects of work
- Experience in Burma is preferred, regional experience is required
- Fluency in English, required
- Fluency in Burmese, preferred
