Jordan Monitoring, Evaluation, and Learning Activity (MELA) Overview

MELA is designed to ensure USAID’s activities in Jordan achieve their intended results through monitoring and evaluation, strategic assessments, and USAID’s Collaborating, Learning, and Adapting approach (CLA). Kaizen will help USAID/Jordan create a dynamic learning environment among development actors, focused on innovation, quality, and knowledge sharing. Through the Kaizen Accelerator, a rapid procurement mechanism, a cohort of Jordanian firms will work with Kaizen's MELA team to successfully deliver activities while simultaneously strengthening their management and compliance systems. The Kaizen approach will provide USAID with high-quality MEL services across its portfolio, build the capacity of local MEL institutions, and ensure programs meaningfully incorporate local participation. The MELA team will ensure program sustainability by building the technical and institutional capacity of one or more local firms that can manage the follow-on MEL Activity in the future.  

Responsibilities and Tasks

The MEL Specialist will report to and work closely with the Senior MEL Specialist overseeing activities in the work plan. S/he will support the Senior MEL Specialist in developing and sequencing evaluations and assessments. S/he will oversee subcontractors and consultants who carry out the work as designated by the Senior MEL Specialist. In doing so, the MEL Specialist will provide capacity building in targeted areas. The MEL Specialist will also directly implement various components of work such as Data Quality Assessments (DQAs) and providing relevant training and skills development to USAID/Jordan.

Responsibilities and tasks will include, but are not limited to:

  • Will work closely with multiple stakeholders, including the USAID MEL team and MEL platform on the technical level, ensuring that MEL workplans, indicators and information are reported as needed by USAID/Jordan
  • Contribute to development of SOWs for evaluations and assessments 
  • Provide technical support and oversight for evaluation and assessments assignment, including tool development, data management, data analysis, and report productions
  • Contribute to data gathering, analysis, and reporting of MELA PMP data
  • Assist the team in reporting and supervising general monitoring and evaluation approaches, practices, and tools
  • Support all MELA technical services, assuring sound, timely and efficient implementation of MEL products
  • Support the planning, budgeting, and logistics for assessments, evaluations
  • Support all Mission, IP staff and local organizations to build their capacity in Monitoring, Evaluation and Learning, including the facilitation of trainings
  • Input data, reporting and Mission’s PMP into DevResults
  • Support all MELA technical services, assuring sound, timely and efficient implementation of MEL products
  • Support the development and implementation of the USAID/Jordan Performance Management Plan (PMP), as well as PMP indicator data system
  • Coordinate the incorporation of all project activities into coherent work plans
  • Provide support of data management and transfer to KaMP

Qualifications

  • Advanced university degree in economics, education, social science, public administration, public health, any MEL related degree, or 10 years MEL experience
  • Between 5-7 years of progressively responsible relevant work experience, 2 - 4 years supervisory experience preferred
  • Strong background in MEL processes and knowledge of MEL tools
  • USAID knowledge strongly preferred
  • Experience with data visualization and reporting, preferably with a focus on gender sensitive and capacity building approaches
  • Familiarity with the MEL ecosystem in Jordan is preferred
  • Familiarity with DevResults and EvalJordan
